Fox News runs incorrect correction of food-stamp fraud report, then corrects correction:

USDA Releases New Report on Trafficking and Announces Additional Measures to Improve Integrity in the Supplemental Nutrition Assistance Program | Food and Nutrition Service:

The Supplemental Nutrition Assistance Program | Congressional Budget Office:

Okay, the USDA runs the “food stamp” program, called SNAP.

They track fraud called “Trafficking”, where those with SNAPs sell their stamps to retailers at pennies on the dollar to “buy” goods at those retailers that aren’t technically allowed to be purchased with those stamps.

USDA apparently issues reports on it from time to time. In 2013, they released a report with statistics covering 2009 to 2011, the depths of the “Great Recession”. (2007 saw a spike in oil prices that stressesed markets. 2008 brought the collapse of a housing market bubble. Result was the “Great Recession.”)

Fraud each of those years amounted to 1.3% ($853 Million) of the food stamp programs annual budget. Taxpayer money budgeted to the food stamp program in 2011 was $78 Billion.

U.S. National Debt Clock : Real Time:

People are looking at rising prices, dwindling personal savings (if any), wondering where our tax money goes.

National Debt currently: $19.9 Trillion.

Should we keep this federal program?

Some think people stay on these programs too long, that they discourage individuals developing ambition or solid work ethics.

I don’t know.

I need to look into crime statistics. And public housing statistics, as well.

HeroClix 2017 Rules 5: Outwit, Use and Possess | HeroClix

Holy Freakazoid. This is mind-tinglingly amazing, IMHO. WizKids’ Game Design really recalibrated Outwit within its Core Rules streamlining.

Then they slip this in toward the end —

“…Well, combat abilities don’t exist anymore, so this was an easy cut. Now there is only a single category of “keyphrase abilities”, and some of them are granted by symbols, and some aren’t. None of them can be chosen for Outwit, though Indomitable can still be “stopped” by choosing Willpower.”
So, “keyphrase abilities” — accessed thru symbols or Traits? — are ‘standardized’ effects. I think I got that.

I’m slightly confused about one thing: Traits. What exactly are they now? I mean, Traits have always been “special rules” tailored to a character, and most of the time represented by a 5-point Star symbol….

I’ll figure it out. I’m likely conflating old stuff, when I  should discard it completely.
