From NPR News: FACT CHECK: Is President Trump Correct That Coal Mines Are Opening?

So, the mining “higher quality” kinds of coal used in steelmaking or other forms of manufacturing is rising.

But, apparently more plentiful, “lower quality” coals that are burned (to turn water to steam to power generators), mining production is still down. Natural gas is cheaper, cleaner for doing what it does.

Now, that said: does “steam coal” and process of “coal gasification” to produce hydrogen have a role to play in production of hydrogen fuel cells?
